Provisit Student health insurance for foreign students

You will receive confirmation that you have taken out Provisit Student immediately by email. You can present this to the visa authorities and the university as proof of valid health insurance in Germany.

Most comparable private health insurance policies for foreign students have a time limit. This is usually a maximum of five years. It is important to note that these five years refer to the duration of stay, not the duration of the course of study. This means that if the foreign student changes course after two semesters, the maximum duration is not reset, but is four years.

The same applies if the foreign student switches from another private health insurance to Provisit Student. The total duration of stay also applies here. If the foreign student switches to Provisit Student after two years of residence, they can take out insurance for a maximum of three more years.

So as a foreign student in Germany, you can't take out private insurance for more than five years? With Provisit Student, you can. In contrast to most standard private health insurance policies for foreign students, you can switch to an open-ended tariff after the five years have expired.

You often read on the Internet that foreign students over 30 cannot take out statutory health insurance in Germany. This is not correct. Every student, whether from abroad or not, can take out voluntary statutory health insurance if they are 30 or older. However, the standard statutory contribution is very high. The much cheaper student tariff of the statutory health insurance is only available to people under 30, regardless of whether the student comes from Germany or abroad.

As the standard statutory health insurance contribution is generally too expensive for students, the best solution is to take out private insurance as a foreign student over 30. However, this poses the problem that universities require health insurance that offers at least the same benefits as statutory health insurance. For this reason, standard travel health insurance policies are not recognized as a substitute for statutory health insurance in most cases.

However, Provisit Student is not a travel health insurance, but a substitutive comprehensive health insurance. This means that it offers the same benefits as statutory health insurance. But that's not all: unlike statutory health insurance, Provisit Student also covers things that are particularly important for foreign students, e.g. repatriation to the home country or coverage of repatriation costs in the event of death and funeral costs.

Provisit Student is not only particularly suitable for foreign students over 30, but also for students from abroad who are released from compulsory health insurance obligation. But what does that mean?

In Germany, insurance is compulsory - anyone who stays in Germany for a longer period of time, e.g. to work, live or study here, must have health insurance. You can either join a statutory health insurance scheme or take out private health insurance if you have no health insurance at all or no health insurance that is valid in Germany.

If you are coming to Germany from a country that requires a visa in order to study here, you will need health insurance that is valid in Germany in order to apply for a visa. This can be private travel health insurance or statutory health insurance. However, you only have this choice when applying for a visa. German universities usually do not accept travel health insurances.

This means that conventional travel health insurance is often not sufficient as proof of health cover if you wish to enroll at a German university, as travel health insurance generally only covers the bare essentials. This does not include, for example, preventive medical check-ups or dentures.

The purpose of comprehensive health insurance, on the other hand, is to provide long-term health cover, which also includes such benefits. As studying usually requires a longer stay, most universities insist on proof of long-term cover through comprehensive health insurance.

Comprehensive health insurance comes in two forms: statutory health insurance and private, substitutive comprehensive health insurance. "Substitutive" in this context means that the insurance is a fully-fledged "substitute" for statutory health insurance. Provisit Student is such a substitutive full health insurance and is therefore guaranteed to be recognized by universities and authorities.

However, in order to be able to take out private comprehensive health insurance such as Provisit Student, you must deregister from the statutory health insurance scheme. To do this, you must submit proof that you have taken out private comprehensive health insurance to any statutory health insurance company. You will then receive confirmation from the health insurance company that you are not a member of the statutory health insurance scheme. This is what "released from compulsory health insurance obligation" means.

A particular advantage: unlike comparable private health insurance policies for foreign students, Provisit Student has no age limit. As is usual with private health insurance, certain age groups pay different premiums with Provisit Student, but even the higher tariff levels still offer very good insurance cover at a fair price.

Provisit Student is a private, substitutive comprehensive health insurance specially developed for students from abroad. But what does "substitutive comprehensive health insurance" actually mean? If you want to study in Germany, you need proof of health insurance to enroll at university. However, many universities do not accept just any travel health insurance.

To enroll at a German university, you generally need either statutory health insurance or private, substitutive comprehensive health insurance. "Substitutive" in this context means that the respective private health insurance is a fully-fledged "substitute" for the statutory health insurance. The term "comprehensive health insurance" refers to the scope of the insurance: while conventional travel health insurance usually only covers urgently needed medical treatment and measures, comprehensive health insurance also covers the maintenance of health, e.g. through preventive medical check-ups.

In Germany, health insurance benefits are regulated by law, i.e. prescribed by the state. The task of statutory health insurance is to provide appropriate, long-term medical care through both acute treatment and health maintenance measures. Comprehensive health insurance must cover at least the same treatments and measures, otherwise it cannot call itself "comprehensive health insurance".

The fact that Provisit Student is a substitutive comprehensive health insurance means, among other things, that it is guaranteed to be recognized by all visa authorities and universities. In fact, Provisit Student offers even more benefits than statutory health insurance, e.g. repatriation to the insured person's place of residence in their home country or cover for repatriation costs in the event of death and funeral costs.

Anyone who compares insurance offers for foreign students on the Internet knows that their prices vary greatly - from very cheap to less cheap. But "cheap" does not mean that the respective offer is "ideal" or even "suitable" for students from abroad. 

This is not to say that "cheap" is bad - on the contrary. We just want to give you a little insight into why some health insurances are cheaper, or sometimes seem to be cheaper, than others. It's about the question: "How do you make private health insurance cheap for foreign students?", from the perspective of an insurance provider.

A small scope of benefits can make insurance cheaper

If you take a look at the benefits offered by private health insurance companies on the German market, you can already see the first differences. For example, one pays for glasses, dentures and preventive check-ups, while the other does not. Then there are the maximum covers of cost: one private health insurance company pays up to 2,000 euros a year for medication, for example, while the other only pays 500 euros.

The lower these maximum sums are, the cheaper the insurance can be offered. However, the scope of benefits also plays a role for foreign students. If you come from a country that requires a visa, your health insurance must generally have a minimum total cover of 30,000 euros. This is part of the visa conditions. So check the total amount covered by private health insurance before you take it out.

So far, we have only been talking about classic travel health insurance. When it comes to enrolling at a German university, even higher requirements apply to health insurance: universities and colleges usually require comprehensive health insurance for enrollment. This must provide even more benefits than standard travel health insurance. And more benefits means: less cheap.

A high deductible can make insurance cheaper

Another method of keeping the price of health insurance low is the deductible. The deductible is a contractually agreed amount of money that the insured person must pay themselves in the event of a claim. This means that health insurance only pays if this sum is exceeded.

Example: A deductible of 500 euros per year is agreed in the contract. If you need treatment that costs 300 euros, you have to pay this 300 euros yourself. If the treatment costs 700 euros, the health insurance company pays 200 euros and you pay 500.

This is not an ideal financial situation for many people, especially not for students. On the other hand, the insurance company can offer its health insurance at a cheaper price this way.

Pay attention to benefits and deductible

This explains the price range of private health insurance offered to foreign students and other visitors from abroad. "Cheap" usually means: fewer benefits and a higher deductible. But this is by no means a negative thing. You just need to know what you need.

Foreign students who are adequately protected by their home insurance and only want to take out additional travel health insurance because it covers repatriation do not necessarily need comprehensive benefits in this supplementary insurance and can opt for cheaper rates.

However, if you need full insurance cover as a student from abroad, not only to meet the requirements of the authorities and universities, but also to protect your health, don't opt for the first health insurance policy that comes along just because it's cheap.

What to do in case of an insured event?

What do you have to do if you actually get sick as a guest from abroad during your stay in Germany? What do you do in the event of a medical emergency? And above all: What do you have to do so that the insurance company pays for the treatment? We answer these questions in our overview "Procedure in the event of a claim".

Exclusion of benefits – the facts

There is no protection in the Provisit Student health insurance...
a) for such diseases including their consequences as well as for consequences of accidents and for deaths caused by war events;
In the case of war events, there is no obligation to pay benefits only for such illnesses and their consequences as well as for consequences of accidents and for deaths caused by active participation in war events.
Terrorist attacks and their consequences do not count as war events.
Benefits will be paid for military service injuries occurring after the commencement of insurance, subject to paragraph 3.
b) for illnesses and accidents caused by intent, including their consequences;
c) for treatment by physicians, midwives or maternity nurses as well as licensed psychotherapists working in their own practice and entered in the medical register and in hospitals whose invoices the insurer has excluded from reimbursement for good cause if the insured event occurs after the policyholder has been notified of the exclusion of benefits. If an insured event is pending at the time of notification, there is no obligation to pay benefits for expenses incurred after three months have elapsed since notification;
d) for spa and sanatorium treatment as well as for rehabilitation measures of the statutory rehabilitation institutions;
e) for treatment by spouses, civil partners pursuant to Section 1 of the Civil Partnership Act (see Appendix), parents or children. Proven material costs will be reimbursed in accordance with the tariff;
f) for accommodation due to need of care or custody;
g) for additional costs of medical treatment abroad, if the insured person has traveled abroad for the purpose of medical treatment. In this context, additional costs are deemed to be the cost portions of the treatment abroad that exceed the benefits agreed in the tariff for adequate treatment in Germany. In any case, no more than the actual reimbursable expenses incurred will be reimbursed.

This restriction does not apply
- to childbirth if one parent is a national of the country of residence. It is a condition that the policyholder provides proof of citizenship,
- in the case of medically necessary treatment abroad which would not have been possible or only partially possible in Germany,
- if, in the context of an accident, i.e. a treatment that cannot be planned, a foreign hospital is the nearest suitable place of treatment.

If a medical treatment or other measure for which benefits have been agreed exceeds what is medically necessary, the insurer may reduce its benefits to a reasonable amount. If the expenses for the curative treatment or other services are conspicuously disproportionate to the services provided, the insurer is not obliged to provide benefits in this respect.

If there is also an entitlement to benefits from the statutory accident insurance or the statutory pension insurance, to a statutory medical care or accident care, the insurer is only obliged to pay for the expenses which remain necessary despite the statutory benefits.

If the insured person has a claim against more than one party liable for reimbursement due to the same insured event, the total reimbursement may not exceed the total expenses.
